जिला पंचायत सीईओ श्री विनय कुमार पोयाम ने ली योजनाओं की व्यापक समीक्षा बैठक

• मुख्य बिंदु: विकसित भारत-जी राम जी, राष्ट्रीय ग्रामीण आजीविका मिशन (NRLM), पीएम आवास (ग्रामीण), स्वच्छ भारत मिशन सहित विभिन्न विकास कार्यों में तेजी लाने हेतु कड़े निर्देश जारी।

  जिला पंचायत के मुख्य कार्यपालन अधिकारी (CEO) श्री विनय कुमार पोयाम ने पंचायत एवं ग्रामीण विकास विभाग के अंतर्गत संचालित विभिन्न महत्वाकांक्षी योजनाओं और कार्यक्रमों की समीक्षा के लिए एक उच्चस्तरीय बैठक की। बैठक के दौरान उन्होंने अधिकारियों को शासन की प्राथमिकता वाली योजनाओं को पूरी पारदर्शिता, गुणवत्ता और समयबद्ध सीमा के भीतर लागू करने के सख्त निर्देश दिए। उन्होंने जोर देकर कहा कि जनकल्याणकारी योजनाओं का सीधा और त्वरित लाभ प्रत्येक पात्र हितग्राही तक पहुँचना चाहिए।

🔑 बैठक में समीक्षा किए गए प्रमुख क्षेत्र एवं निर्देश:

1. विकसित भारत (रोजगार एवं आजीविका मिशन) व जल संरक्षण

• रोजगार सृजन और ग्रामीण बुनियादी ढांचे के सुदृढ़ीकरण के लिए स्वीकृत कार्यों की समीक्षा की गई।
• एसएनए स्पर्श (SNA Sparsh), ई-केवाईसी (e-KYC), युक्तधारा पोर्टल और ग्राम सभाओं के आयोजन की प्रगति पर चर्चा हुई।
• प्रत्येक ग्राम पंचायत में जल संरक्षण और संवर्धन से जुड़े कार्यों को प्राथमिकता देने और ग्रामीण रोजगार की गति बढ़ाने के निर्देश दिए गए।

2. स्वच्छ भारत मिशन (ग्रामीण)

• ओडीएफ प्लस (ODF Plus) मॉडल गांवों, ठोस एवं तरल कचरा प्रबंधन (STWM), तथा एफएसटीपी (FSTP) की कार्यप्रगति की समीक्षा की गई।
• व्यक्तिगत और सामुदायिक शौचालयों के निर्माण के साथ-साथ बायोगैस संयंत्रों की स्थापना पर जोर दिया गया।
• स्वच्छता कार्यों में नियमित मॉनिटरिंग और गुणवत्ता बनाए रखने पर विशेष जोर दिया गया।

3. प्रधानमंत्री आवास योजना (ग्रामीण)

• निर्माणाधीन एवं लंबित आवासों को जल्द से जल्द पूरा करने, जियो-टैगिंग (Geo-tagging) की प्रक्रिया में तेजी लाने और समय पर भुगतान सुनिश्चित करने के निर्देश दिए गए।
• हितग्राहियों को लगातार प्रोत्साहित करने और सहायता देने की बात कही गई।

4. ग्रामीण निर्माण एवं बुनियादी ढांचा विकास

• मुख्यमंत्री समग्र ग्रामीण विकास योजना, 15वें वित्त आयोग, क्षमता विकास योजना और अटल डिजिटल सुविधा केंद्र के तहत चल रहे कार्यों की समीक्षा की गई।
• नवीन ग्राम पंचायत भवनों, महतारी सदन, उप स्वास्थ्य केंद्रों तथा डीपीआरसी (DPRC) भवनों के भौतिक एवं वित्तीय प्रगति की रिपोर्ट ली गई।

5. राष्ट्रीय ग्रामीण आजीविका मिशन (NRLM) एवं लखपति दीदी अभियान

• महिला स्व-सहायता समूहों (SHGs) की आर्थिक गतिविधियों, एफपीओ (FPO) गठन और ‘लखपति दीदी’ अभियान की प्रगति की विस्तृत समीक्षा की गई।
• महिलाओं के वित्तीय प्रबंधन, प्रशिक्षण, विपणन (Marketing) और आजीविका संवर्धन के लिए नए नवाचारों (Innovations) को अपनाने पर बल दिया गया।

6. सामाजिक अंकेक्षण (Social Audit)

• योजनाओं में पारदर्शिता के लिए सामाजिक अंकेक्षण और लंबित एटीआर (Action Taken Report) मामलों के शीघ्र निपटारे के कड़े निर्देश जारी किए गए।

सीईओ का कड़ा संदेश:
“शासकीय योजनाओं के क्रियान्वयन में किसी भी स्तर पर लापरवाही बर्दाश्त नहीं की जाएगी। सभी अधिकारी नियमित रूप से मैदानी निरीक्षण (Field Inspections) करें और आपसी समन्वय बनाकर तय समय सीमा में परिणाम दें।”

• Key Focus: Strict directives issued to accelerate progress under Viksit Bharat, NRLM, PM Awas Yojana (Gramin), Swachh Bharat Mission, and rural infrastructure projects.
  Janjgir-Champa:
  Chief Executive Officer (CEO) of the District Panchayat, Mr. Vinay Kumar Poyam, convened a detailed review meeting regarding various flagship schemes and programs run by the Panchayat and Rural Development Department. During the meeting, he strictly instructed officials to ensure the timely, high-quality, and efficient implementation of government priority schemes. He emphasized that the benefits of every welfare scheme must reach eligible beneficiaries without delay.

🔑 Key Agenda Points & Directives Issued:

1. Viksit Bharat (Livelihood & Employment Guarantee) & Water Conservation

• Progress regarding work sanctions, SNA Sparsh, e-KYC compliance, Yuktdhara portal integration, and Gram Sabhas was critically evaluated.
• Priority was ordered for water conservation initiatives in every Gram Panchayat to boost rural employment generation.

2. Swachh Bharat Mission (Gramin)

• Detailed progress reviews were conducted on ODF Plus Model villages, Solid and Liquid Waste Management (SLWM), and Fecal Sludge Treatment Plants (FSTP).
• Directives were issued for completing individual and community toilets, setting up biogas plants, and maintaining strict quality control and regular monitoring.

3. Pradhan Mantri Awas Yojana (Gramin)

• Instructions were given to expedite pending housing projects, streamline geo-tagging, ensure timely disbursement of funds, and motivate beneficiaries to complete construction early.

4. Rural Infrastructure & Financial Grants

• Reviewed the physical and financial progress under the Chief Minister Overall Rural Development Scheme, 15th Finance Commission grants, and Capacity Development Schemes.
• Evaluated ongoing construction of new Gram Panchayat buildings, Mahtari Sadans, Sub-Health Centers, DPRC buildings, and Atal Digital Service Centers.

5. National Rural Livelihood Mission (NRLM) & Lakhpati Didi Campaign

• Focused on economic activities of Women Self-Help Groups (SHGs), FPO formations, cluster development, and the implementation of the ‘Lakhpati Didi’ campaign.
• Officials were urged to introduce innovative ideas for financial management, training, and direct market linkage for rural women.

6. Social Audit & ATR Compliance

• Clear guidelines were provided regarding the Social Audit of PM Awas Yojana and the swift resolution of pending Action Taken Reports (ATRs).
  CEO’s Strict Warning:
  “Negligence at any level in the execution of public welfare schemes will not be tolerated. Officials must conduct regular field visits, maintain continuous inter-departmental coordination, and ensure that developmental targets are met within the stipulated timeframe.”
